Yes, you can be admitted to many universities abroad without IELTS, using a Medium of Instruction certificate, PTE Academic, TOEFL iBT, the Duolingo English Test, a university's own assessment, or a pre-sessional English course. But admission and the visa are decided by two different bodies. Several countries will admit you on an MOI letter and still require a recognised test score before issuing the visa, so the route has to be chosen for both stages at once, not just the first one.
The six routes that actually exist
Every genuine "without IELTS" pathway is one of these. Anything else you are offered is worth a second look.
Medium of Instruction (MOI) certificate
A signed letter from your school, college or university stating that your entire course was taught and examined in English.
Where it works: Strongest if your SSC, HSC or bachelor's was genuinely English-medium. It must be on official letterhead, dated, stamped, and explicit that English was the language of both instruction and examination for the full duration.
What to watch: Acceptance is decided programme by programme, not country by country. Many universities that accept an MOI for admission still cannot use it as the English evidence your visa application needs.
PTE Academic
A computer-based English test with results usually back within a few days.
Where it works: The most widely accepted IELTS alternative at the visa stage as well as for admission, which is what makes it the safest substitute rather than just the fastest.
What to watch: Some countries recognise only a specific version of the test for immigration purposes. Confirm which one your destination requires before you book a seat.
TOEFL iBT
A long-established academic English test accepted by most universities that accept IELTS.
Where it works: Well recognised in the USA and broadly accepted elsewhere for both admission and visa evidence.
What to watch: Score requirements sit higher than students expect, and sub-scores per section are often assessed separately from the overall score.
Duolingo English Test
A short, low-cost test taken at home under remote monitoring.
Where it works: Increasingly accepted for admission, especially in Canada and parts of Europe. Useful for getting an offer letter quickly.
What to watch: It is not accepted for UK visa purposes and its recognition elsewhere is inconsistent. Treat it as a way into an offer, not as proof for immigration.
The university's own assessment
An internal written test or an interview run by the admissions team.
Where it works: Common on English-taught programmes in Europe. Decided quickly, and free at most institutions.
What to watch: The result is valid only at that university. It cannot be reused for another application, and rarely satisfies a visa officer on its own.
A pre-sessional English course
A short English course at your chosen university, taken before the main degree begins.
Where it works: A real route when your score falls just under the entry threshold, and it puts you on campus early.
What to watch: It adds weeks or months of tuition and living cost, and the course itself usually has a minimum English score to enter.
The mistake that costs an intake
A student is told they can apply without IELTS. They send an MOI letter, receive an offer, pay a deposit, and start planning. Then the visa application asks for English evidence the MOI letter does not satisfy - and by the time a test can be booked, sat and reported, the intake has closed.
Nothing in that sequence was a lie. The university really did accept the MOI. The mistake was checking one requirement and assuming it covered both. Before you commit to a no-IELTS route, two questions have to be answered together: what will this university accept for admission, and what will this country accept for the visa?

Which countries are most flexible about IELTS?
English-taught programmes in continental Europe are generally the most open to MOI letters and internal assessments. The UK, the USA and Canada have narrower routes that depend on the specific university and, at the visa stage, on independent proof. Because these policies are reviewed every intake, the only reliable answer is the current admission page for the exact programme you want.
Does an MOI certificate from a Bangladeshi institution get accepted?
It can, when the institution genuinely taught and examined your course in English and issues a properly formatted letter. Universities look for official letterhead, a date, a signature and stamp, and wording that covers the full duration of the course. A vague or partial letter is usually rejected, so it is worth checking the wording before you submit rather than after.
Is it cheaper to skip IELTS?
Sometimes, and sometimes not. An MOI letter or a university assessment costs little or nothing. But a rejected visa, a deferred intake, or a pre-sessional course added late will cost far more than an IELTS booking would have. The cheapest route is the one that gets you through both stages, not the one with the lowest test fee.
